I live in Mellieha (north of Malta) and IMHO, it's a very nice place to raise a family. The Mellieha's primary government school it's very good, there are plenty of places to take the kids out, very closed to the beach, and after the summer, the prices of the apartments, decrease a bit. You can rent a nice 2-3 beds apartment with sea views from 400-600 euros per month.
It's hard to specify a budget for the expenses, that will vary from family to family. If you pay for your social contributions, you'll get free estate health care assistance, hospital. health centers, GPs…
If you can afford, you can go for private education, but to be honest, the government schools, are very good, they teach both Maltese and English and the school will vary depending on which area you'll be living. If you're a working parent, you'll get free nursery from toddlers up to when they are 3 years of age. Then, form the 3 years on, you'll get free Kindergarten.
Not sure about the freelancing license, maybe you should contact the tax office or the inland revenue for further details.
There are few reasons I enjoy living in Malta: The weather of course, the friendliness of the locals, you feel safe here to raise your kids, the criminality it's almost nil (0) and the cost of living that I reckon it's lower than most of the European countries.

I would choose a seaside village. Marsascala is a good option. Rent is on the cheaper side. I think you could find something good for 450eur. There s a family park, a swimming pool, the sea, and a small animal park ans lots of restaurants. State schools are good, if you opt for private they are quite expensive. You cha check san Anton or san Andrea school, and check their rates. .
